I know it's not a panacea for this problem, but if you want to see russian letters badly before Admin fix it, install Russian Language Pack in your OS or try localizing it to 'Russia'.

There must be another choice, because my legal win7 cant allow me to install another language pack. its not fair that i need to use illegal OS for MOTR. Please find the best way for all of us....

Thats strange. I have a licensed version of Windows 7 Professional and yet can install any language pack I want.

Try this:
Go to "Control Panel" -> "Action Center" -> "Change user account Control settings" - Set pointer to the bottom.
Then go to "Control Panel" -> "Region and Language" -> Select "Keyboards and Languages" -> Click on "Install/Uninstall languages ..." button and try to install russian language pack.

my OS version is Win7 Home Premium.

Language packs are available in Windows 7 Ultimate through Windows Update as optional updates. They aren't installed automatically. If you're using Windows 7 Enterprise, contact your system administrator for information about installing additional languages.

Is it only me who thinks it's weird that only the Turkish players have this problem? I don't have any Russian language packages installed and all I have to do is to accept the "Russian Chat Encodeing" at the Language setup, and it work fine. I wonder what error you guys have :S

I had the same problem with Turkish language format (Control Panel -> Regional and Language -> Formats -> Format), but the problem disappears when I change it to any other - for example, English (Canada). I've reported about this problem to developers, but can't say anything about the fix yet.
