it's says Kafra will be in service when used. I'm not sure what are the uses with kafra card and I didn't try it yet

There are Kafra cards in this box. Kafra name card issued by the Kafra Center.
The Kafra will be in service once the call is made.
Allows you to use the services of Kafra almost anywhere. -
more likely? storage ,teleport or something else
which kafra services give when the call is made? -
gold weaker, I've never tested it on MOTR, but it should open your Kafra Storage. And I think there were no custom changes on our server for it.
